About the district

Annual Report

Annual Reports are filed with Town of Mead on or before August 1 each year.

A copy of the Annual Report is also filed with the Weld County Clerk, the Department of Local Affairs (DOLA) and the Colorado State Auditor.

About the District

The Liberty Mead Metropolitan District (“District”) is a quasi-municipal corporation and political subdivision of the State of Colorado organized and operating pursuant to Article 1 of Title 32 of the Colorado Revised Statutes. A metro district is a type of special district that provides at least two different types of services. Metro districts finance the public infrastructure necessary for residential as well as commercial and mixed-use developments.

The District was formed in 2014 to finance the construction of certain streets, park and recreation, sanitary sewer, water, and storm drainage improvements for the Sorrento development. The District is located entirely within the boundaries of the Town of Mead, Weld County, Colorado. The District is not a homeowners’ association, although it is responsible for covenant enforcement and design review services.

The District is authorized to impose taxes and/or fees to pay for debt service and ongoing maintenance. The District’s Service Plan limits the total amount of debt to $14,000,000 except to allow for refunding of debt. The Maximum Debt Mill Levy is 50 mills, subject to adjustment.

The District is served by a five-member Board of Directors, who are elected at large to four-year staggered terms.  Board member responsibilities include representing the property owners and residents of the District by attending regular and special Board meetings, setting policy, and directing District consultants and contractors in a number of areas including operation and maintenance of landscaping and parks.  Regular Director Elections are held in May of odd-numbered years.  Eligible electors may submit a Self-Nomination and Acceptance Form if they wish to run for a seat on the Board.  The next election is in May of 2027.  Information on obtaining and submitting a Self-Nomination will be provided beginning January 1, 2027.
